REGULATIONS
on the Council of the First City Gymnasium,
UNESCO Associated School

I. General Provisions:
1.1 According to paragraph 64 of the Regulations on General Educational Institutions, approved by the Resolution of the Cabinet of Ministers of Ukraine on June 14, 2002, No. 964 "On the Approval of the Regulations on General Educational Institutions," a council of the general educational institution is established in educational institutions of all types and forms of ownership.
1.2 The Council of the First City Gymnasium (hereinafter referred to as the gymnasium) is a permanently functioning body of public self-government during the period between general meetings (conferences).
1.3 In its activities, the Council is guided by the Laws of Ukraine "On Education," "On Complete General Secondary Education," the Statute of the gymnasium, and the standard regulations on the Council of a general educational institution.
1.4 The Council of the gymnasium is the highest collective self-government body in the gymnasium.
1.5 Decisions made by the Council of the gymnasium, within its powers and in accordance with the legislation, are mandatory for the administration, teachers, students, and parents. Based on the decisions of the Council, the director has the right to issue orders and directives.
1.6 Decisions of the Council of the gymnasium, if they do not contradict current legislation, are final.

II. Goals, Tasks, and Principles of the Council's Activities

2.1 The goal of the Council's activities is:

  • to promote the democratization and humanization of the educational process;
  • to unite the efforts of the teaching and student bodies, parents, and the public regarding the development of the gymnasium and improvement of the educational process;
  • to form a positive image and democratic management style of the educational institution;
  • to expand collegial forms of management of the educational institution;
  • to increase the role of the public in addressing issues related to the organization of the educational process.

2.2 The main tasks of the Council are:

  • to enhance the effectiveness of the educational process in cooperation with families, the public, and state and private institutions;
  • to define strategic tasks and priority areas for the development of the educational institution and to support the organizational and pedagogical provision of the educational process;
  • to create a nurturing environment;
  • to establish an appropriate pedagogical climate in the educational institution;
  • to support the spiritual and physical development of students and their acquisition of social experience;
  • to support public initiatives aimed at improving teaching and upbringing, as well as creative endeavors and experimental work of teachers;
  • to promote the organization of leisure and health activities for gymnasium students;
  • to initiate actions that would ensure the strict implementation of the current legislation regarding the mandatory nature of general secondary education;
  • to stimulate moral and material incentives for gymnasium students and support the search for and nurturing of gifted children;
  • to strengthen partnership links between the families of gymnasium students and the gymnasium to ensure the unity of the educational process.

2.3 The Council of the gymnasium operates on the principles of:
1. legality, transparency;
2. collegial decision-making;
3. voluntariness and equality of membership.

III. Structure of the Council of the Gymnasium and Organization of Its Activities:

3.1 The Council of the gymnasium is elected proportionally by representatives from the teaching staff (chamber of the council), students, parents, and the public (10 persons each). Representation in the Council of the gymnasium and its total number are determined by the general assembly of the gymnasium.
3.2 At regular elections, the composition of the Council is renewed by at least one third.
3.3 The Council works according to a plan approved by the assembly. The number of meetings is determined by their appropriateness but must be at least four times per academic year. The Council is headed by a chairperson elected from its members. The director and his deputies cannot be the chairperson of the Council.
3.5 Meetings of the Council can be convened by its chairperson or at the initiative of the director or the Council members.
3.6 To address current issues, the Council may create permanent or temporary committees for specific areas of work. The composition of the committees and the content of their work are determined by the Council.
3.7 Council members have the right to bring all issues concerning the activities of the gymnasium related to the organization of the educational process, health, and cultural events to discussion.
3.8 Decisions of the Council are made by a simple majority of votes, with at least two-thirds of its members present at the meeting. In case of a tie, the vote of the chairperson of the Council is decisive.
3.9 Decisions of the Council that do not contradict current legislation and the Statute of the gymnasium are communicated within 7 days to the teaching staff, students, parents, and the public.
3.10 In case of disagreement of the gymnasium administration with the decision of the Council, a conciliatory commission is formed to consider the disputed issue. The commission includes representatives of public self-government bodies, administration, and the trade union committee.

3.11 The Council of the gymnasium:

  • organizes the implementation of the conference decisions;
  • submits proposals regarding changes in the type, statute, specialization of education, study of foreign languages, and languages of national minorities;
  • together with the administration, reviews and approves the work plan of the educational institution and exercises control over its implementation;
  • along with the administration, controls the implementation of the Statute of the gymnasium;
  • approves the work schedule of the gymnasium;
  • facilitates the formation of the gymnasium's class network, justifying its feasibility to executive authorities and local self-government;
  • jointly with the pedagogical council makes decisions on nominations for the graduation awards of the gymnasium's graduates for the Gold Medal "For High Achievements in Studies" or the Silver Medal "For Achievements in Studies" and awards students with commendation certificates "For High Achievements in Studies" and diplomas "For Special Achievements in Studying Individual Subjects";
  • together with the pedagogical council, determines the feasibility of choosing subjects in the variable part of the working educational plans, taking into account the capabilities and needs of students, as well as the trends in regional, social, and state development;
  • agrees on the educational program and the working educational plan for each academic year;
  • hears reports from the chairperson of the Council, information from the director and his deputies on educational and financial activities;
  • participates in the meetings of the attestation commission to discuss issues related to assigning qualification categories to teachers;
  • brings to the pedagogical council proposals for improving the organization of extracurricular and out-of-school activities for students;
  • initiates charitable activities (fairs, competitions, etc.);
  • submits proposals to the pedagogical council and the education department regarding moral and material incentives for participants in the educational process;
  • initiates the consideration of personnel issues and participates in their resolution;
  • supports the creation and operation of leisure centers and engages the public and parents in leading clubs and other types of extracurricular and out-of-school activities, as well as organizing health and cultural events with gymnasium students;
  • allocates and controls the funds of the general compulsory education fund, makes decisions on providing material assistance to gymnasium students;
  • cares for temporarily displaced persons;
  • considers family upbringing issues;
  • with the consent of parents, participates in assessing the living and household conditions of students who are in unfavorable social and economic conditions;
  • supports the pedagogical education of parents;
  • promotes the replenishment of the library fund and the subscription to periodicals;
  • considers issues related to obtaining compulsory general secondary education by gymnasium students;
  • organizes public control over the nutrition and medical care of gymnasium students;
  • considers appeals from participants in the educational process regarding the work of the gymnasium;
  • submits proposals regarding moral and material incentives for participants in the educational process.

IV. Rights of the Council of the Gymnasium:

  • independent planning and implementation of its decisions;
  • participation in shaping plans for enrolling children in the gymnasium;
  • defining the content of the school education component, forms, and methods of teaching in the gymnasium;
  • ensuring social protection for students and staff of the gymnasium from exploitation, psychological or physical violence;
  • protecting the autonomy of the gymnasium within the framework of legislation from interference in the professional and official activities of participants in the educational process;
  • organizing the attraction of voluntary contributions and subsidies for the needs of the gymnasium;
  • encouraging teaching staff and students (issuing letters of gratitude, awarding bonuses, scholarships, etc.);
  • imposing penalties on teaching staff and students (warnings, reprimands, expulsion from the gymnasium, suspension from work (for gymnasium staff), etc.);
  • hearing reports from the director of the gymnasium and, if necessary, other staff members of the gymnasium. Monitoring the use of parental funds, approving the expenditure part of gymnasium income from special funds, additional educational services, and the "To Ukraine through Education" fund;
  • exercising public control over the organization of meals in the gymnasium;
  • terminating employment contracts at the initiative of the gymnasium administration with individuals who do not meet their positions;
  • organizing productive socially useful work;
  • establishing the operational regime of the gymnasium annually (duration of the academic week, classes, establishing (approving) the schedule for student rotations).
